The act of griefing is more related to things like blocking someone's aim, disturbing with smoke grenades or constantly shooting at teammates or something similar.
If something like this happens (or insults via voicechat), we'd always need a demo file to sanction an account.

Would've made a difference for an individual complaint according to article 15 ToS, indeed (this one requires a personal affection by an insult).

The account was using other discriminatory language as well and now got banned according to article 6.1.1 ToS.
