It does not make sense to ban IP addresses of end customers as they are also not person related.

End customers usually are not member of Regional Internet Registries (RIR) so they get their IP addresses from their Internet Service Providers (ISP) for a short period of time only. That means an IP address is not associated with one internet user but with thousands of different internet users which have nothing to do with each other.
