Bans only refer to the Id not to the player himself, so it is possible. If he follows the rules now, he is welcomed to play again.

There are only a few exaptions, when the ban refers to a person. This happens only in exeptional serious cases.

I remember one Player who was banned. 10 minutes later he came back from second account, admin ban him again. 30min later he came back from third accound. And again admin ban him. So here we have this same situation. That guy has perm ban and he come back.
