Player "vaccina" and several aliases

Ok, so this regards a player most of the people who read this would be familiar with - and even more familiar than I am, because I've only been here since December '22.
This player keeps joining the Deathmatch #3 server with multiple accounts and is easily identifyable by their play style. They get banned, and rightly so for their trolling and insulting behaviour. This was how I encountered that player. They repeatedly insulted me in derogatory manner.
Yet, today was different. I could easily see that "SugAar" was "vaccina" (or "Duke Nukem", or "Auto Sniper Gigachad", you name it). I watched them play as usual. They didn't insult anyone.
While this player had been insulting other players, I cannot see any form of cheat they're using. This is of course my humble opinion. If anyone of you is old enough to have been around in the early 2000s, you might remember "cs-lamer.de". I had been an admin on this platform, so I was used to analyze demos from players identifying whether they were using cheats like aimbot or wallhack. It's obviously a while ago, but I still think I have an eye for cheating.
If this player is cheating, they are hiding it very well and their general play style is competent enough to disguise it. There's no twitching of the crosshair, no aiming at walls, no foretelling of things to come etc.
Instead I got into a short discussion with this player. "SugAar" gave in and acknowledged that they were indeed "vaccina". They claimed that they continue to play on the server "for fun" with new accounts, saying that they felt betrayed by the system, as multiple players had been insulting them and admins had banned them for cheating based on accusations.
Now, I'm nowhere near the level of play this player is at, but I also regularly get accused of cheating on the server, and I'd be terrified if I actually got banned for these accusations at some point. So I do feel some sympathy towards this player. Yet, the way they handle this - creating multiple accounts, coming back again and again, and trolling other players is - of course - not acceptable in any form.
Where am I going with this ... I don't know. Since the player keeps coming back, is there any kind of mediation that could take place? It took me a few exchanges to have them apologize to me for the insults and trolling. It seems like the player would just like to get heard.
