If an account gets banned, it stays banned - unless it wasn't just a temporary ban. To circumstance a ban can cause the same ban on the other account - but only for a few reasons (more information on that in §19 ToS).

To file a complaint against his rude behaviour, you should read §15. Be aware: Previous provocations between two accounts can make a sanction impossible! (And to prove those accusations with chatlogs - like you tried, but unfortunately it's the general link - just a hint: you can mark a message with the hashtag-symbol ('#') first and then copy the link).
In general:
It's a normal and daily situation that even accusations of camping/cheating/rude behaviour or whatever can cause in long discussions. To prevent getting "triggered" by bullshit behaviour of others, you can just put them on the ignore-list. To do so, just type "!ignore" in chat and add the account to the list - you won't hear anything from him again^^
