What do you call what you about to see in this video? is it a game/server glitch or cheating or what?

It's not a cheat, it's unfortunately caused due to a network issue, e.g. if some of you had a bad internet connection.

I have a 35ms ping connected by a LAN cable, could be the opponent's side?

Yes, more likely the opponent side. It looks really strange but there are no kind of cheats which could do that, so a network issue is the only explanation.
