Is there a list of admins?

Here you can complain about misbehavior of other players.

Is there a list of admins? Some players sau they are admins.... how to check that? And how to contact an admin when obvius cheaters are playing?

There is no list. But tell them you won't believe it as long as they don't use the official admin say, because warnings outside of the official admin say are invalid :) Players can be reported using the @report command.
